Johannesburg - Construction of a permanent bridge at Grayston Drive had been planned to replace the one that collapsed across Johannesburg’s M1 highway in Sandton in October last year, construction company Murray and Roberts told an inquiry on Tuesday.
Richard Haul, for M&R, said what collapsed was just a temporary structure.
“There is a difference between a permanent and temporary work. What collapsed on that day was temporary works. Work had not begun to build a permanent bridge yet,” Haul said.
Two people were killed and 19 injured in the collapse that raised questions on construction safety.
The inquiry, chaired by Lennie Samuels, was receiving submissions from main contractor Murray & Roberts, Form-Scaff, which was subcontracted by M&R to erect the bridge, and the Johannesburg Development Agency (JDA), responsible for the project on behalf of City of Johannesburg.
The inquiry was yet to call witnesses, and only submissions were put on record on Tuesday.

In his submission, JDA senior development manager Siyabonga Genu told the inquiry that the construction rested solely with M&R and Form-Scaff.
In his submission, Genu provided background on the bridge project and tender process leading to the appointment of M&R. There had been regular meetings between the contractors, and JDA, he added.
“We held regular meetings regarding progress and health and safety. I also did adhoc site visits. At this junction, JDA is unable to comment on the possible cause of the collapse. It is important that causes of the collapse be determined to prevent future similar occurrences,” said Genu.
The inquiry continues.
