Crime Intel. Head Lt-Gen. Dumisani Khumalo has resumed his testimony before the Madlanga Commission on Wednesday, detailing how suspended deputy police commissioner Shadrack Sibiya allegedly pocketed bribes from underworld figures through a trusted subordinate.

On Tuesday, Khumalo told the commission that Sibiya used Sergeant F. Nkosi, an officer stationed at SAPS headquarters in Pretoria, to collect cash payoffs from criminal cartels and notorious gang bosses.

Khumalo’s evidence included CCTV footage and photographs showing Nkosi entering the Sandhurst mansion of murder-accused businessman Katiso “KT” Molefe on November 27 last year.

Khumalo described the 2024 takedown operation at Molefe’s residence as a “highly classified” joint mission by Gauteng counterintelligence and the Political Killings Task Team (PKTT).

He said the Hawks were deliberately excluded to prevent leaks, citing fears that elements within the elite unit were compromised.

It later emerged that Hawks operatives rushed to Molefe’s mansion after being tipped off that the operation involved bogus police — an incident Khumalo said confirmed internal infiltration by the so-called “Big Five” cartel.

He further alleged that an officer identified only as Zungu, from the Directorate for Priority Crime Investigation’s Tactical Operations Management Section (TOMS), was working closely with cartel members.

Khumalo’s continued testimony is expected to clarify Sibiya’s relationship with criminals.
